Nusa Penida has the best snorkelling within reach of Bali, and it is not close. The hard coral on the north-west coast — Toyapakeh, Gamat Bay, Crystal Bay, Wall Point — is in far better condition than most reef around the mainland, and reef fish numbers are high.
The south coast has the reef manta cleaning stations. Mantas of three to four metres across come in almost every month of the year to be cleaned by small wrasse on the shallow reef, which is why you can watch them from the surface rather than needing to dive.
Above water the island is cliffs: Kelingking Beach, Broken Beach, Angel’s Billabong and Crystal Bay along the west coast. A full day tour covers the reef in the morning and those landmarks by road in the afternoon.
Nusa Penida is reached by fast boat from Sanur harbour, a crossing of roughly 30 to 45 minutes. The boat is arranged separately from the snorkeling activity — send a message on WhatsApp and it can be booked alongside your trip. Island roads are narrow, steep and slow, so allow more transfer time than distances suggest.
April to November generally brings calmer seas and better visibility, particularly on the exposed south coast where the manta sites are. Mantas are present year-round; the wet season mainly means rougher boat rides.
